E5® Internal Cure® was selected to densify, harden, and properly cure concrete faster—helping crews accelerate schedule while delivering durable interior and exterior slabs.
A $572M LEED-certified justice facility built on the grounds of a former industrial plant, the Indianapolis Justice Center includes an adult detention center with a 3,000-bed prison and sheriff’s office, plus a courthouse facility with six courtrooms per floor from the ground floor through the ninth, and staff offices on floors 10–11.
Quick Facts
Location: Indianapolis, IN
Project Value: $572 million
The Indianapolis Justice Center is a large-scale public safety and justice campus developed to consolidate critical justice functions—bringing detention, sheriff operations, and court services into a modern facility designed for long-term public use.
Built on a redeveloped industrial site, the project is widely reported as a multi-building justice complex that includes a high-capacity detention component and a courthouse program with multiple floors of courtrooms—requiring materials and processes that support durability, safety, and predictable delivery at scale.
Justice and detention facilities demand high-durability slabs that can perform under constant traffic, rolling loads, and demanding maintenance requirements—while still meeting strict schedule milestones and coordination across multiple teams. For a project of this visibility, any concrete performance issues can quickly become expensive disruptions.
At the Indianapolis Justice Center, traditional topical solutions and curing approaches introduced unnecessary risk: added jobsite steps, longer cure windows, and increased exposure to variability in final surface performance. The team needed a more reliable cure approach that supported speed, durability, and consistent finish quality.
E5® Internal Cure® was selected over conventional topical solutions due to its superior ability to densify, harden, and properly cure concrete faster—giving crews a mix that was easier to place and finish while reducing traditional curing burdens.
By eliminating traditional wet curing methods and curing compounds, the team accelerated schedule and reduced labor and materials. E5® Internal Cure® also densified the concrete matrix, replacing the need for topical sealers, densifiers, and moisture mitigation systems—while supporting exterior durability through reduced permeability and protection from salt/chemical intrusion and weather degradation.
Built-In Performance: The E5® System Behind the Results. This project’s outcomes weren’t accidental—they were engineered into the slab. By pairing the right admixtures and surface systems, we delivered internal curing, faster access, and a harder, more resilient finish that stands up to real-world demands.
Thermal & Durability Gains from Within
E5® Internal Cure® was added to every yard of concrete, giving finishers more control with a mix that was easier to place and finish. It supported accelerated delivery by removing traditional wet curing steps and curing compounds—reducing labor, materials, and schedule drag.
By densifying the matrix, E5® Internal Cure® reduced reliance on additional topical systems and helped protect exterior concrete from permeability-driven damage, including salt and chemical intrusion and weather-related degradation.

The project required a curing and placement approach that reduced jobsite complexity and avoided traditional wet curing delays. By eliminating wet curing methods and curing compounds—and reducing reliance on additional topical systems—crews were able to accelerate schedule while cutting labor and materials, helping keep progress moving across multiple pours and scopes on a high-profile delivery timeline.

Built on the grounds of a former industrial plant, the Indianapolis Justice Center is a LEED-certified facility combining a major adult detention center (3,000-bed prison and sheriff’s office) with a courthouse facility featuring six courtrooms per floor from the ground floor to the ninth, plus staff offices on floors 10 and 11.
The scale and public impact of the campus elevated the importance of concrete performance and delivery certainty—driving the team toward a cure approach that could support both durable outcomes and efficient execution across interior and exterior slabs.
E5® Internal Cure® gave control back to the finisher by supporting a mix that was easier to place and finish—without relying on time-consuming traditional wet curing steps. The result was a simplified workflow that reduced labor and materials while accelerating schedule across the project’s placements.
In addition to finish and schedule benefits, E5® Internal Cure® densified the concrete matrix—reducing permeability and minimizing dependency on topical sealers, densifiers, and moisture mitigation systems. Exterior slabs were also cured using E5® Internal Cure®, providing added protection against salt/chemical intrusion and weather degradation.
